Roof permits and HOA approvals in Northern Virginia

A plain-English look at when a roof needs a permit, design review or HOA approval in the region.

Permit requirements for roofing vary by jurisdiction and by scope. The notes below summarize what the local governments themselves publish. Rules change, so always confirm for your address. We do this as part of every project.

Fairfax County

According to Land Development Services, replacement of roof shingles and replacement of less than 256 square feet of roof plywood do not require a permit, though some repairs and townhome fire-rated decking can.

Arlington County

The county's permit page says that replacing roof covering with no change to decking, or with less than 256 square feet of decking, does not need a building permit, while more than 256 square feet does. Townhouses with fire-retardant-treated lumber need a permit regardless.

City of Alexandria

In the Old and Historic Alexandria District and the Parker-Gray District, the Board of Architectural Review may need to approve changes visible from the street. The city's BAR administrative approval policies explain which changes staff can approve and which need a hearing.

Loudoun County and its towns

Loudoun County issues building permits countywide, incorporated towns like Leesburg have additional requirements, and applicants must contact their HOA for any further approval.

Prince William County

The county's roof replacement guidance notes that replacement of unlimited roof covering on single-family homes can be done without a permit in most wind zones, and that replacement of more than 256 square feet of roof decking needs a permit.

HOAs and associations

Even when the county does not require a permit, your HOA may. Many associations require approval of roof color and material before work starts. Ask for the architectural guidelines early so the shingle you choose is already approved.
